A flow is a WhatsApp conversation drawn as a diagram: ask a question, branch on the answer, collect what you need, and hand to a person at the point where a person is actually needed.

the flow builder setting enabled for your account, and a WhatsApp Cloud inbox.

Run a flow against yourself first, then inspect a real session step by step to see which branch a customer took and where they left.

Handover with the history intact

When a flow hands a conversation to an agent, the agent gets everything the flow collected, in the same conversation.

Worth knowing

The flow builder needs its setting enabled for your account and a WhatsApp Cloud inbox: it is a WhatsApp capability, not a general chatbot for every channel.
